يرى التقرير أن الحفاظ على الوجود العسكري الأميركي في العراق سيساعد على احتواء “وكلاء” إيران، طالما أنه لا يضعف منافسي طهران مثل الأكراد والسنة، مع ضرورة تجنب الولايات المتحدة خلق رجل قوي يمكن أن يدير لها ظهره كما حدث مع العبادي، بحسب التقرير.
ولاحتواء طهران، يمكن للولايات المتحدة أن تساعد أيضا على منع تلك الجماعات من استغلال موارد العراق، والحد من وصولها إلى مليارات الدولارات التي يعتزم المجتمع الدولي المساهمة بها في إعادة إعمار العراق.
Role of the United States
The report says maintaining the US military presence in Iraq will help contain Iran’s “proxies,” as long as it does not weaken Tehran’s rivals like the Kurds and Sunnis, and the United States should avoid creating a strong man who can turn its back on it as it did with Abadi.
To contain Tehran, the United States could also help prevent those groups from exploiting Iraq’s resources and limit its access to the billions of dollars that the international community intends to contribute to the reconstruction of Iraq.
